PLAYING UNDER PROTEST 1.PROTEST: If there is a question regarding the half-hour default, team content, harassment, poor sportsmanship, line calls or any other aspect of play, players are advised to note the protest on the score sheet and communicate the situation with both team captains after match play has finished. 2.RESOLUTION: If the players and captains cannot resolve the situation, a Letter of Grievance should be filed with the League Executive Committee (made up of each club’s captain in the C league) who will make a final decision on the matter. 3.LINE CALL DISPUTES: In specific reference to line call disputes, players are advised to first discuss the questionable calls with their opponent. If the problem persists, players may find an impartial line judge to call the lines for the remainder of that match. (An impartial line judge includes the tennis pro from the home club or another person on the club premises with some knowledge of tennis). If an impartial judge is not available, then a representative from both teams can serve as the line judges.
SCORING 1.MATCH PLAY & TIES: All matches will be two (2) out of three (3) sets with the third set being a Coman 10 point Tiebreak. If a set is tied at six (6) all, a Coman 7 point Tiebreak will be played. The winning team will have a 2 point lead. If the sets are split with each team winning one set, a 10 point Coman Tiebreak will be played to determine the winner of the match. 2.LEAGUE WINNER: The Club winning the highest number of matches will be announced at the Play Day celebration at the end of the season. Monterey Bay Ladies A League Rules and Regulations Revision date 9/8/24 1.0 GENERAL INFORMATION 1.1 Playing Season The playing season for the Monterey Bay A League begins in September and concludes in April. Participating clubs field five doubles teams in order of strength, positions 1 through 5. 1.2 Significant Dates June 15 – Clubs which fielded teams in the prior season must inform the Board of their intent to participate in the upcoming season. June 15 – Clubs wishing to create a new team must submit a letter of intent together with a roster of 10 women from their club who have committed to play for the upcoming season. Newly formed teams must have the approval of the majority of team captains. August 1-31 - Teams must submit their established team roster and list of substitutes to the current governing Board. It is the responsibility of team captains to enter their team roster and list of substitutes into the League website prior to the beginning of the season, during a period specified by the Board. Both rostered team members and subs are to be listed with their established USTA rating. If a USTA rating is not available, they should have one provided by their club pro, and this rating should be entered, followed by the letters “cr” for “club pro rating.” During this period, teams are also required to pay yearly league dues of $150, and team fees for the Play Day luncheon held at the end of the season. September, 1st Monday after Labor Day - Season begins. May, 1st or 2nd Monday – Season ends with Play Day. TBD Following Play Day – The incoming Board will schedule and host a Captains’ Meeting to wrap up the recently completed season and begin planning for the new season. 2.0 GOVERNANCE 2.1 Each club will serve as the Board for the interclub season from July 1 to June 30 of each year. The rotations will be in alphabetical order unless a club has extenuating circumstances. (For example, a new team to the league will not be obliged to serve if they are next in rotation. They will go to the end of the rotation.) 2.2 The Board from the governing club will be comprised of the President (will generate all messages, conduct all meetings, field all correspondence), Vice President (in charge of Play Day), Secretary (take minutes at all meetings regarding league matters), Treasurer (collect all dues, pay all vendors, and make all reimbursements), and Scorekeeper (receive all rosters, changes to rosters and scores, input all information into the web-based company). 2.3 TopDog Live, or some other web-based company, will establish the year’s play schedule when computerized scheduling is available, and record all scores and standings. 2.4 If an issue/conflict/protest arises which includes the governing club, that club shall recuse themselves and the captain of the next year’s club, in rotation, will be required to chair the resolution committee of this dispute. That captain will facilitate communication and meetings with all other captains to resolve the issue. 2.5 Any change to the By-Laws must be approved by a captains’ majority vote. 3.0 TEAM RULES 3.1 Each club comprises five “established” doubles partnerships. These partnerships make up the established playing roster for the team. Changes to an established playing roster can be made by the captain for any reason throughout the season as long as the overall result is a team playing all five lines in order of strength. The Scorekeeper and President do not need to be informed of these changes. 3.2 Players must be members in good standing of a participating club. Teaching pros who are members should be used only if captain determines appropriate level of play. 3.3 Players must be at least 19 years old and not be a member of a scholastic tennis team. 3.4 A player’s USTA rating must not exceed 5.0. Players with a USTA rating of 5.0 are limited to playing in the number one position. Rostered players with a USTA rating of 4.5 are limited to playing in the number one, two or three positions. A player’s USTA rating at the beginning of the league season will be valid until the end of that season regardless of a USTA end of year rating change. To be eligible to play in the league, a team must have a minimum of six players on their roster and substitute list with a rating at or above 4.0. 3.5 Team positions are filled from the ten names on the established playing roster, the list of substitutes, and/or “B” team members, or a position may be defaulted. NOTE: Captains should field teams in order of strength to foster the spirit of match play and good sportsmanship. USTA ratings may be used as a guideline, but are not definitive in determining the order of strength of lineups. 3.6 If a team is unable to fill one or more positions for a match, they are permitted to default those positions, regardless of the level. (i.e. A team may field positions 1, 3, 4, and 5, and default the number 2 position.) 3.7 If a club defaults more than two positions in any match, that team will be fined $100. The fine will be deposited into the account for the Monterey Bay Ladies League. 4.0 SUBSTITUTES 4.1 Captains will submit their list of team substitutes prior to the beginning of the season. Additions or deletions to the substitute list may be made during the season directly by the captain of each team. A common pool of substitutes may be used by clubs with more than one team. 4.2 If players on the established roster are unable to play in a match, substitutions may be made from the current list of substitutes, or the position may be defaulted. Players with a USTA rating of 5.0 are limited to subbing in the number one position. Players with a USTA rating of 4.5 may only substitute in the number one, two and three positions, regardless of whether the rostered player being replaced has a 4.5 rating. All other players can substitute in the three, four and five positions. Substitutions, however, must be made in order of strength. USTA ratings may be used as a guideline, but are not definitive in determining the order of strength of substitutes. 4.3 If a player is removed from the established team roster, she may play as a substitute for that team. A player, who has played on an established team roster for one team during the season, may not play for another team during the same season. 4.4 A player who has substituted for a team during the season, may not substitute for another team during the same season, unless the club has more than one team and the teams are sharing substitutes. 4.5 A player may not play on a “B” team at one club and substitute on an “A” team at another club. 5.0 MATCH PLAY 5.1 The host captain will contact the visiting captain no later than the night before a scheduled match to confirm date, time, number of teams playing, ANY roster changes, number of courts, etc. If the home courts are not available for a scheduled match: 1. The visiting team may host the match. 2. The match may be rescheduled for the following Monday with the approval of both teams. 3. The host team must provide an alternate site. 5.2 The visiting team shall bring a list of players in the order to be played and shall give this list to the home team’s captain to fill in the scorecard. At the conclusion of play, the captains shall check the scores, indicate the winners, and sign the scorecard. This information will be input on the league website. 5.3 Matches must begin by 9:30AM. Warm-up, if desired, must be concluded prior to match start time. Matches may begin later if both teams agree in advance. The USTA default rule will apply: by 9:31AM, one game defaulted; 9:36AM, two games defaulted; 9:46AM, match defaulted. 5.4 The host team captain is responsible for posting the match results in the League’s scoring system as soon as possible. The visiting team captain is responsible for confirming the scores posted by the host captain. Discrepancies are to be resolved between host and visiting captains and reflected as appropriate by the home team captain. 5.5 The rules for MBLL are set forth in these rules and regulations reviewed by the Board and Captains annually. If any issues arise relating to fair play relating to a League match, a helpful resource for all players, the Board and/or captains to use in decision making is Part 2 of the " Friends of Court" handbook issued by the USTA. 5.6 Cell phones must be turned off during warm-up and match play. Captains are responsible for reminding players to turn off their cell phones prior to match play. If a cell phone rings while play is in progress, the opposing team wins the point. 5.7 Club pros shall have no voice in problems between clubs. Teams shall handle disputes and complaints. Club pros may not coach players during a match. 6.0 RAIN 6.1 In case of rain, the host captain will notify the visiting captain and reschedule the match on the next available rain make-up date. Several designated rain make-up Mondays are built into the schedule to be used by teams in calendar order. 6.2 Rain delay decisions should be made by 7:30AM the morning of the match. Play may be delayed until 10:00AM, after which time the match will be rescheduled. If a team does not wish to delay a match until 10:00AM they automatically forfeit that match. No team is obligated to start a match after 10:00AM unless both captains agree to do so. 6.3 A make-up match should be played at the club where originally scheduled, but may be moved to an alternate site with the approval of both. 6.4 Rain is the only reason to postpone a match. 6.5 If a match is interrupted by rain, play will resume at the same score as when play was suspended. The score, sides played, and server should be noted on the scorecard. The same team members who were playing when play was suspended must resume play or the match is defaulted. 6.6 A rain date is to be treated as a scheduled match. Substitutions may be made if the original match had not begun prior to the rain interruption. 6.7 Rain make-ups must be played as soon as possible for both teams. However, in order to get all rain date matches played, it is permissible to play a match on a day other than Monday. Furthermore, individual partnerships can play on different days in order to accommodate personal schedules. If individual partnership matches are agreed to, substitutes can play in the makeup match if that match was not started and rained out part way through. Matches rained out after they had begun must use same players that were in the original match. Make up matches must be completed by the end of the season, or a double default will be recorded for both teams. 7.0 PLAYING UNDER PROTEST OR A GRIEVANCE 7.1 Any protest should be noted on the scorecard and the match shall be played. If a protest is lodged because of a flagrant abuse of a rule, a penalty shall be imposed as determined by the League Executive Committee (Board of Officers), with an appeal available through a vote of all team captains. Team captains or governing club involved in a dispute must excuse themselves from voting on the issue. 7.2 A grievance must be filed with the Board within seven days of the incident. Team captains or governing club involved in a dispute must excuse themselves from voting on the issue. 8.0 SCORING 8.1 All matches will be the best of two out of three sets of regular play, with a 12-point Coman tiebreaker at six-all. (Change sides after points 1, 5, 9, etc.) 8.2 A third set (10-point Super Tiebreaker) is now an option for home teams to decide in advance. The home team must choose a super tie or a full third and let the visiting team know at the beginning of the match – regardless of timing or team outcomes. If later, for any reason, all 4 players agree, they may change to the alternative. 8.4 A double default by both teams will be recorded as a non-event as required by TopDog. 8.5 League standing will be determined by the number of team matches won by a team. 8.6 The team with the highest number of team matches won will be announced at the end of the season at the Play Day competition and luncheon. 8.7 In the event of a tie, the following tiebreaker rules apply: 1. Number of individual matches won. 2. Least number of sets lost. 3. Least number of games lost Last update: 09/11/24 Last update: 09/11/24
